Job Summary

 

Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.


Job Summary:

Reporting to the a Corporate Manager, Clinical Applications, the Team Lead is responsible to oversee delivery of  IT service offerings throughout the designated delivery areas of BC Clinical & Support Services (BCCSS).  The incumbent provides leadership and direction to staff across multiple sites and coordinates team members and other staff as needed to meet the defined objectives of the services they are assigned.  In addition to developing specialized solutions to meet the organization’s application requirements, the Team Lead is responsible for all phases of the system development life cycle and to achieve the highest level of client satisfaction throughout BCCSS.  The incumbent directly supervises team members and provides guidance and direction to others as applicable.  The incumbent is also responsible for the delivery of service level reporting for designated services.

Duties/Accountabilities:

Scope and Complexity

The Team Lead provides support and leadership for designated information technology application support services delivered across BCCSS.  The Team Lead also provides application support, training and orientation for Information Management Information Technology (IMIT) application services staff members as related to the BCCSS application environment.

The Team Lead provides complex and varied functions in an environment that requires a high level of specialized technical skills to fulfill responsibilities for the most efficient and effective use of applications.  The Team Lead is required to meet tight schedules with precise deadlines in the processing of production jobs and to recover failed production systems minimizing the impact on application availability for the BCCSS.  Decision-making involves complex and diverse issues involving use of the application that is accessed by individuals throughout the BCCSS and external to the organization.  Sound decision-making abilities are used to address complex and diverse application issues, which could have a significant impact on patient care.


Communications

Primary working relationships are with BCCSS Corporate Managers, other Team Leads, and working level staff within Application Services as well as managers/directors throughout BCCSS.  The incumbent directly supervises team members and provides guidance and direction.

The Team Lead communicates with staff at all levels throughout the health authority to ensure problem resolution and customer satisfaction levels are met through ongoing communication with all levels of staff within the organization and develops and maintains productive working relationships with project sponsors and key system users.  Internal contacts primarily include application services team members providing specialized application support, information and knowledge to define, clarify and provide suggestions on sustaining and improving the BCCSS application service offering.  The Team Lead serves on a variety of authority-wide, health service delivery area and departmental committees, task groups, internal working teams and corporate projects.  Persuasive communication ability is used to influence change, link key stakeholders and build support throughout the change process.

External communication includes contact with external peer groups and vendor partners to obtain advice and support to maintain BCCSS business relationships and ensure best practices for application support.


Duties/Accountabilities

1.    Leads assigned staff during the delivery of specific IT services and functions within BCCSS ensuring that all application documentation and reporting of key performance indicators for services are maintained.  Coordinates the activities of staff and resources to ensure they are effectively utilized and assists in the establishment of project management and support structures that will be used by the organization to direct future development and change.

2.    Coordinates and manages changes to the production environment (i.e. code migration, data modification, infrastructure).  Reviews all functional and technical specifications for proposed application changes and creates technical specifications as required.  Ensures that all application systems are maintained to the highest levels of service availability and performance utilizing strong technical knowledge and abilities to ensure application functionality.

3.    Develops production turnover documentation and support procedures for such areas as software and application installation and testing.  Ensures system documentation is developed and maintained, including backup procedures and disaster recovery planning.  Develops and communicates plans for planned downtime.

4.    Provides consulting related to the acquisition or development of new applications and standards.  Prepares business cases that assist decision making processes.  Secures support for the strategic directions of BCCSS application initiatives by providing specialized knowledge and information to others, liaising on changes and enhancements and administrative issues, facilitating resolutions, and building relationships.  Leads the analysis of the current situation and future requirements for the designated application, initiates the development of specific goals and objectives.

5.    Provides leadership, guidance and supervision of staff using effective leadership techniques such as coaching, mentoring, skills and leadership development, and performance management.  Provides staff training and orientation, and develops supporting documentation and instructional material.

6.    Develops application related standards/procedures and ensures that departmental standards are followed and service is provided in a timely manner.  Develops and manages planning for all application environments and associated third-party tools and software.

7.    Maintains an awareness of current information system trends and issues through literature review, contact with peers at other organizations and attendance of seminars and workshops.

8.    Plans and executes complex projects with stringent timelines.

9.    Performs other related duties as assigned.

Qualifications:

A level of education, training and experience equivalent to a Bachelor of Science Degree in Computer Science or related field, plus five (5) years recent related experience in an information systems environment.  Proven hands-on specialized experience with applications in a Microsoft environment.  Minimum two (2) years recent experience in an application leadership role.
