Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Application Support & Test Analyst performs technical application support and testing on operational and project functions related to the development, deployment and sustainment of complex and integrated Provincial Digital Health and Information Services (PDHIS) applications that support PHSA, VCH and PHC, Ministry of Health eHealth Services and BC Ambulance Services.  The Analyst develops, facilitates and completes a wide variety of test cases and test scripts and carries out testing of applications within the PDHIS portfolio.  The Analyst works collaboratively with all members of the PDHIS team and with technical professionals at both the health authority and provincial levels in the planning, development and execution of unit, integrated and end-to-end system testing.  The Analyst provides feedback on existing test processes, documents issues and defects and provides periodic reports on overall testing progress to the team.  The Analyst role includes application trouble-shooting, participation in the coordination of upgrades and patches, configuration tasks, forms maintenance, documentation and feedback.

Duties/Accountabilities:

1.    Develops test cases and test scripts for complex system applications such as integrated systems which impact several functional areas and/or organizations by gathering detailed information from user organizations/departments, business requirements, design documents, workflow processes, and test plans.

2.    Carries out system or application testing, which may include unit testing, system integration testing, performance testing, regression testing, end-to-end testing and user acceptance testing (UAT).  Provides feedback and revisions for existing testing processes.

3.    Documents test results, logs and tracks defects, and participates in review processes to identify priorities and remediation strategies.  Communicates defects/issues as appropriate and works to resolve defects.  Prepares reports on defects and problems that arise during test cycles.  

4.    Assists with business process redesign by methods such as providing input/feedback on processes and opportunities for process improvement and optimal use of the software and related tools to meet business requirements.  

5.    Conducts feasibility studies for improvements or automation by methods such as determining needs, examining and identifying problems with existing systems, recommending modifications and/or new solutions, testing alternative solutions, and reviewing the impact of implemented resolutions over time.  Provides input on communications bulletins and training materials to reflect findings of testing and promote learning and optimal use of applications and systems.

6.    Participates in the coordination of system upgrades, patches and other maintenance.  Prepares upgrade plans, develops bulletins and communications about changes and system downtimes and assists PDHIS project managers with related changes.  

7.    Creates documents using a variety of tools and equipment to support current/future state analysis and data gathering, including flowcharts, data flow diagrams and spreadsheets using software such as MS Excel and MS Visio.

8.    Creates and maintains detailed documentation for technology/systems including business contingency plans related to technology.  Documents issues according to established procedures.

9.    Performs other related duties as assigned.

Qualifications:

Education, Training and Experience

•    Graduation from a recognized degree or diploma program in Computer Sciences, three (3) years’ recent related experience, or an equivalent combination of education, training and experience.
