Job Summary

Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Senior Analyst, Medical Staff Contracting is accountable for the planning, implementation and operation of Agency physician on-boarding, compensation administration, and business management processes to
effectively support the Agency Executive and Program and Physician Leaders. The Senior Analyst reports to the Director, Physician Compensation, Contract Management within the complex corporate department of Physician Compensation and Planning and has a dotted-line reporting to Medical Affairs at the assigned Agency(s) within the Provincial Health Services Authority (PHSA). Acts as the primary liaison between the
Agency(s), the PCO and other PHSA corporate departments regarding issues management and reporting related to physician compensation and administration; develops, promotes and maintains effective relationships;
and facilitates decision-making including negotiating to resolve conflicting/problematic situations. The Senior Analyst ensures that advice and information provided within the Agency(s) is consistent with the overall direction of the PCO, supports Agency direction/goals, and is in compliance with PHSA/Ministry of Health (MoH) contract provisions and relevant policies; and engages with the Director, Physician Compensation and works closely with Agency Executives on any exceptions/anomalies that are outside of MoH contract provisions and relevant policies. The Senior Analyst contributes to the overall leadership of the Physician Compensation Office of PHSA and is a senior-level professional that provides complex analysis and strategic support to Agency senior management and provides timely advice and support to staff at the assigned Agency. Provides advice on
physician budgets for designated provincial programs, assists planning annual budget allocations, and prepares payment documentation. Tracks, compiles, analyzes, and reports on data related to physician compensation
and administration; and ensures physician contracts are administered according to the MOH guidelines and the negotiated contract.

Duties/Accountabilities:

• Manages the day-to-day operation of the physician compensation function for the assigned Agency(s) and ensures services are consistent with the overall policy direction of the PHSA. Contributes to the overall
leadership of the physician compensation and planning function of the PHSA as a key member of the PCO team, participating in the development and implementation of PCO plans. Collaborates with other members of the team by identifying and evaluating new initiatives, sharing information and proposing recommendations consistent with the overall strategic plans for the PHSA.

• Provides leadership, counsel, and professional expertise to Agency Executives, Vice-Presidents, Program and Physician Leaders with complex analysis related to physician compensation arrangements, service and sessional contract and employment administration, physician resource planning, and physician contract negotiation support which includes preparing briefing materials, presentations and/or disseminating information appropriately to meet ongoing decision-making needs. Prepares applications to secure funding for both the expansion of existing programs and for new programs. Provides guidance and advice to PCO and Agency staff to facilitate resolutions to work issues.

• Functions as the primary resource for Physician and Program Leaders at the Agency(s) for information, interpretation, navigation, troubleshooting, and decision-making support related to Ministry policies and funding agreements, and the PHSA Corporate Services (Physician Compensation, Finance, Business Planning, Human Resources) and Agency(s) policies, programs and processes that together form the framework for physician compensation and contracting.

• Advises on budgets for designated provincial programs and supports planning annual budget allocations and authorizes payment documentation accordingly. Provides input into the in planning, monitoring, and variance reporting for the Agency’s annual Alternate Payment Plan (APP) budget, and other assigned operating budgets related to physician compensation and expenses.

• Facilitates and supports the on-boarding and ongoing full-cycle compensation processes for the Agency physicians by drafting service contracts and salary agreement documentation, maintaining up-to-date rate
and contract administration, and assessing, streamlining and standardizing physician administration-related operational practices across Agency programs to meet ongoing operational needs and program goals.

• Monitors physician workload deliverables by tracking and compiling program data and by analyzing and reporting on variances to fulfill APP contract obligations to the Ministry of Health.

Qualifications:

A level of education, training, and experience equivalent to a Bachelor’s degree in public administration, business, health services administration, or a related discipline and supported by five to seven (5-7) years’ recent related experience working in a complex environment.

Superior analytical and problem solving skills with attention to detail, including the ability to identify, interpret, analyze and resolve complex issues and present information succinctly. Highly developed business writing and verbal communication skills including the ability to consult, facilitate and persuade others, and work collaboratively. Ability to provide leadership and work direction. Ability to facilitate and encourage cooperation between diverse operational groups and skill sets, and to work collaboratively to design and implement solutions. Demonstrated ability to respond to the needs of partners supported by an acute awareness of the impact of actions. Demonstrated ability to exercise tact, discretion, good judgment and initiative. Maintains
accurate and complete records. Demonstrated ability to use database, spreadsheet and word processing software at an advanced level.
