Job Summary

Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Job Summary:

As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Evaluation Specialist, Population & Public Health reports to the Medical Director, Population & Public Health and is responsible for the evaluation of program design and delivery of Population and Public Health (PPH) initiatives, programs, and services. The role provides subject matter expertise when reviewing and assessing the impact of PPH programs and services and presents evidence-based recommendations to Program Leaders, BCCDC and PHSA Senior Leaders, BC health authorities, BC Ministries and/or other provincial partners to optimize BCCDC PPH program and service delivery.
Ensuring projects and policies have a quality- and equity-lens applied, are inclusive of Indigenous perspectives and incorporate anti-racist and decolonizing principles, the Evaluation Specialist employs research methods for the identification, collection, analysis, and interpretation of outcome measures and carries out reviews of related research, and links evidence to the evaluation process. To build evaluation capacity among the PPH team and other BCCDC service lines, the role guides and supports staff to utilize best practice in evaluating programs across the service line as an expert in population health evaluation.

Qualifications:

A level of education, training, and experience equivalent to Master’s Degree in a health science, social science, or related discipline with coursework in research methodologies, statistical analysis and evaluative research, five (5) years experience in related research/evaluation/decision support in public health, community health programs, acute care, or other health services. Experience with or certification in Credentialed Evaluator (CE) with the Canadian Evaluation Society and/or Project management is considered an asset.

Demonstrated knowledge of health research methodology, principles and procedures. Demonstrated knowledge of performance outcome measurement tools and techniques and program evaluation, e.g., program logic models, impact analysis. Ability to use advanced microcomputer software such as database (e.g., Access), or spreadsheets. Ability to use quantitative and qualitative data analysis software. Demonstrated ability to productively use spreadsheets, word processing, database, presentation and project management applications. Excellent oral and written communication skills.

Ability to utilize initiative, vision, independent thinking and creative problem-solving skills to implement project plans and realize project completion. Excellent oral and written communication skills to function within a complex inter-sectoral environment including competency in using various technologies including social media.   Effective facilitation and persuasion skills to achieve consensus, resolve conflict and achieve desired outcomes Comprehensive knowledge of project management principles and methodologies. Ability to work under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner. Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
