Job Summary

Salary Range: $88,990-$127,923/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. Reporting to the Manager, the Senior Business Analyst, Business Intelligence, is responsible for the providing leadership and supporting in planning, design, development and management of new and existing data warehouse and analytics solutions related to various PHSA programs and services. Applying a broad range of information technology experience, Data Warehousing (DW), Business Intelligence (BI), advanced visualization techniques, and clinical and operational knowledge, Senior Business Analysts, Business Intelligence will lead the planning, analysis, design, and documentation of business requirements for data cubes, data marts, ad-hoc queries, reports, and interfaces. The position supports data analysts, biostatisticians and epidemiologists, and directors with development of visualizations and data interpretation, and ensures the integrity and quality of the data available through the BI solutions.

Specific Portfolio:


Child Health BC - Reporting to the Provincial Director, Quality Improvement and Evaluation, the Senior Business Analyst, Business Intelligence, is responsible for providing leadership and support in planning, design, development and management of new and existing data warehouse and analytics solutions related to various network services and in support of provincial partners. Applying a broad range of information technology experience, Data Warehousing (DW), Business Intelligence (BI), Artificial Intelligence (AI), advanced visualization techniques, and clinical and operational knowledge, Senior Business Analysts, Business Intelligence will lead the planning, analysis, design, and documentation of business requirements for data cubes, data marts, ad-hoc queries, reports, and interfaces. The position supports data analysts, biostatisticians and epidemiologists, and Child Health BC leadership with development of visualizations and data interpretation and ensures the integrity and quality of the data available through the BI solutions. The Senior Business Analyst supports the Child Health BC Leadership team and various other external leaders and partners by providing confidential data to aid in strategic decision making within a provincial scope.

Qualifications:

A level of education, training, or experience equivalent to a Master’s degree in Health Information Science, Computer Science, Engineering, or related discipline and a minimum of five (5) years of recent experience in a similar role in information management or business analysis which includes at least three (3) years in data warehousing and business intelligence. Related experience in a public health or scientific field preferred.

Advanced analytical and problem-solving skills to gather operational requirements and recommend innovative solutions. Demonstrated ability to develop and organize documentation at a variety of levels including business requirements, technical documents, and user documents. Advanced knowledge of relational and multi-dimensional (OLAP) data models and ETL tools. Ability to understand complex statistical concepts and translate them to technical requirements. Understanding of the Systems Development Life Cycle and project management methodology. Strong written and verbal communication skills in English including the ability to express complex ideas in simple terminology. Ability to test solutions to ensure the highest quality. Knowledge and adherence to privacy and confidentiality policies and measures to protect data. Ability to work as a member of a multi-disciplinary team, while working independently to organize workload, set priorities, and meet deadlines in a dynamic environment. Physical ability to perform the duties of the position. Ability to use query- and report-writing tools is an asset.
