Job Summary

Salary Range: $67,861-$97,550/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

We are seeking a proactive Sourcing Specialist to join our BC Cancer team! In this role, you will utilize LinkedIn and use other creative techniques to proactively source candidates for difficult-to-fill positions, establishing relationships with potential hires. Strong organizational skills are essential to maintaining a robust talent pipeline and collaborating closely with our recruitment advisors. The Talent Acquisition Sourcing Specialist supports the identification of external and internal talent across a diverse portfolio and supports the talent acquisition of healthcare leadership professionals into PHSA career opportunities. The role is responsible for building a strong talent pipeline for PHSA current and future staffing needs. Utilizing strong relationship management skills, develops and executes strategic sourcing plans to feed talent pipelines and works within Talent Acquisition and other People and Culture departments to network with internal and external partners and vendors to strengthen the PHSA employee value proposition. The role provides value-add advice and guidance, and works closely with TA Advisors to support sourcing strategies by researching, developing, and leveraging talent pools and new approaches to sourcing. The Sourcing Specialist identifies suitable candidates for PHSA’s executive and leadership search process and supports the development of an overall search strategy. The Specialist leverages data and metrics to generate meaningful insights that drive PHSA Talent programs and supports PHSA’s Talent Acquisition systems including ATS, ePriorities, and psychometric assessments by regularly conducting internal utilization reports and analyzing information to support PHSA’s talent acquisition programs.

Duties/Accountabilities:

•    Strategically partners with Talent Acquisition (TA) and other stakeholders to understand the organizations current and future health human resource needs and to develop plans aimed at proactively attracting talent to meet those needs.
•    Partners with TA to proactively build talent pipelines and identify search strategy. Identifies gaps in market presence based on health human resource plans; develops and recommends strategies to respond to future workforce needs and feed talent pipelines.
•    Provides recommendations for the development of new recruitment and virtual engagement tools and processes to attract future employees.
•    Contributes to a proactive approach to talent acquisition by conducting research through various methods including internet searches, name generation, social networking, job boards and utilizing the PHSA database.
•    Uses social media networks (e.g. LinkedIn, Facebook and Twitter) to source and connect with potential candidates; Interact with health care professionals on niche platforms; Review online portfolios and resumes to pre-screen candidates.
•    Conducts preliminary outreach and evaluation of potential candidates and prospective executive and healthcare professionals. Pre-screens sourced candidates before by asking qualifying questions and learning details regarding credentials and availability and presents prospects to TA.
•    Maintains sourcing databases to ensure all candidate data is captured and tracked and provides analysis, evaluation and reporting on recruiting metrics such as but not limited to source of hire and time-to-fill.
•    Captures and maintains accurate market data on potential candidates (e.g. resumes, compensation, position title, contact information, etc.) in the PHSA database.
•    Provides overall data analysis and generates regular reports, while applying methods to enhance data quality and integrity for Talent Acquisition programs and initiatives and highlighting talent trends and areas of further development/opportunity.
•    Works closely with talent vendors continuously identifying opportunities to enhance PHSA’s Talent Acquisition systems/tools. Including, but not limited to systems such as ICIMS and ePriorities.
•    Oversees the Management Talent Acquisitions usage of talent systems, including ICIMS, ePriorities, and Psychometric assessment. Conducting regular training and audits of systems usage to ensure data integrity.
•    Participates in advertising planning with the MTA team and supports the Director and Advisors with their advertising needs and the development of templates for publications and websites.
•    Participates in weekly team meetings and present the research progress to date and identify any gaps and regularly liaises and collaborates with colleagues to ensure successful completion of projects.
•    Maintains positive and collaborative spirit and demonstrate quality customer service with internal and external customers.
•    Demonstrates personal commitment and adhere to expectations and guidelines while promoting PHSA organizational values.

Qualifications:

A level of education, training, and experience equivalent to a degree in Human Resources, Business, Organizational Psychology or a related field, plus three (3) years’ experience in a role supporting recruitment, sourcing, interviewing and hiring processes within a complex organization

Comprehensive knowledge of Talent Sourcing, Recruitment, and Selection best practices. Knowledge of human resource policies and procedures as they relate to recruitment and exercises considerable judgment, tact and discretion in preparing, disclosing and handling information of a confidential and/or sensitive nature. Excellent oral, written, and interpersonal skills, including the ability to influence others. Knowledge of Boolean strings and various Internet search techniques and expertise with Internet and advanced search tools and techniques. Extensive experience using LinkedIn Recruiter, recruitment search methods, and social media Professional organizational skills and the ability to manage multiple initiatives. Knowledge of Applicant Tracking System (ATS), Talent Management Systems, and psychometric assessment experience is considered an asset.
