Job Summary

Salary Range: $74,618-$107,264/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.

Job Summary:

Reporting to the Director, Specialty Recruitment, the Specialist, Recruitment & Retention (RR) provides expert advice and guidance on a variety of recruitment & retention issues for both unionized and non-contract roles.  The Specialist is a business partner working with both agency and corporate human resources staff to promote and foster services that enable client groups to achieve their business outcomes. Duties and accountabilities include recruitment of staff in areas such as nursing and difficult to fill positions, providing expertise to other human resources staff on recruitment & retention matters, the development and implementation of streamlined systems and processes that will provide high level recruitment efficiencies throughout the PHSA and participation in the development and implementation of policies, procedures and programs related to the recruitment of employees with a focus on difficult to fill positions, the retention of existing employees and the development, implementation and monitoring of PHSA wide employee recognition programs.

Duties/Accountabilities:

Scope and Complexity

The Specialist is a key partner of the Director, Specialty Recruitment and works closely with senior and line staff both at the corporate and agency level identifying and responding to recruitment & retention issues.  The Specialist works with external advertising and recruitment agencies to ensure that the needs of the PHSA and its member agencies are being acknowledged and followed in an efficient and cost effective manner.  The Specialist is a direct support to the human resources team and hiring Manager throughout the PHSA, providing expertise on recruitment & retention issues and assignments including specialized advertising, marketing and media consultation.  


Communications

Key internal contacts for the Specialist, RR include communication with the Corporate Director, Compensation, Recruitment and Employee Services, the Director, Specialty Recruitment, agency based human resources staff and other senior and management staff throughout the PHSA.  Contact primarily involves providing information, guidance and expertise to others in order for sound decisions to be made with respect to recruitment & retention issues.

External contacts for this position include ongoing contact with a wide variety of outside individuals and representatives including advertising and recruitment agencies, external service supplies, Health Match BC and other Health Authorities, colleges, universities, immigration, the Registered Nurses Association of B.C. (RNABC) and the Royal College of Physicians and Surgeons.  Contact primarily involves communicating with others regarding contracts and/or hiring of specialist positions.





Duties/Accountabilities

1.    Recruits staff, working closely as a business partner with other human resources staff and managers through methods such as identifying candidate pool, assisting with screening candidates, development of interview questions, participating on interview panels/committees, referencing candidates and providing recommendations regarding salary in consultation with other specialists within human resources.

2.    Provides expertise to human resources staff and hiring manager on a variety of recruitment issues including offer letters, relocation and immigration in order to support the recruitment initiatives of the PHSA.

3.    Provides guidance and advice to management staff in conjunction with the Director, Specialty Recruitment regarding PHSA staffing needs and their linkages in the staffing strategic directions of the organization.

4.    Develops and maintains a network of contacts to help identify and source qualified candidates locally, nationally and internationally through the development and maintenance of a network of contacts and related databases.

5.    Formulates strategy for recruitment plans and recommends placement of job advertising in various media according to need and within budget.  Liaises with external advertising firms and collaborates with the advertising agency in developing creative recruitment strategies including professional journals, publications and web sites and national newspapers.  Negotiates discounted rates for media buying, promotion at conferences and tradeshows and direct mail distribution activities.

6.    Assists in internal/external recruitment initiatives for the PHSA including participating in job fairs and college/high school visits.  Liaises with senior staff participants ensuring the promotional and marketing materials are developed and available, and booths and table displays are prepared.

7.    Participates with the Director, Specialty Recruitment to ensure the recruitment & retention messaging and profile within the PHSA is maintained and is consistent throughout the PHSA.

8.    Liaises directly with the Faculty of Medicine, UBC on issues relating to academic appointments, ensuring that university policies and procedures are adhered to regarding senior recruitment of joint facility positions.

9.    Provides guidance and assistance to health care professionals seeking employment with PHSA on issues such how to obtain registration to work in British Columbia.

10.    Supports the Director, Specialty Recruitment by representing the PHSA at a variety of forums including attending provincial and regional meetings/conferences in order to represent and advocate the interests of the PHSA and maintaining and developing contacts and making formal presentations.

11.    Maintains electronic records of recruitment & retention data to track and report on statistics and demographics such as vacancies, new hires, transfers and number of applicants.  Analyses and reports on trends such as turnover.

12.    Performs other related duties as assigned.

Qualifications:

A level of education, training and experience equivalent to a university degree in Human Resources plus five to seven years of recent related experience including experience with strategic recruitment and retention of high quality staff.

Comprehensive knowledge of recruitment processes and applicable legislation, relevant collective agreements and principles of union/management relationships.  Demonstrated ability in the searching and interviewing of individuals, including potential employment candidates and current employees.  Demonstrated ability to solve problems, make decisions and facilitate resolution of issues within an atmosphere of unclear guidelines and established frameworks.  Demonstrated ability to make formal presentations.  Knowledge of human resource planning and principles.  Demonstrated ability to facilitate resolution of issues.   Accomplished communication skills including the ability to facilitate, negotiate and persuade others.  Excellent organizational skills including the ability to prioritize workload to meet deadlines.  Demonstrated analytical and problem solving skills.  Ability to deal effectively with all levels of staff.  Advanced knowledge in computer technology including database management.  Ability to operate related equipment and related word processing software and specialist presentation software spreadsheet programs.  Physical ability to perform the duties of the role.
